Sump overflow and return Q's. help please

Hello fellow RCers, I need a little help with my sump and some electrical questions for you. I have an eshopps pf-300 overflow and a rio 1100 plus for my return pump. The overflow uses a 1" bulkhead and the return pump is 3/4". Also My real question is that I moved recently to a newer subdivision that is on the outskirts of town but have seen 2 power failures since I have been there (2 weeks). Now they aren't major failures just maybe a 1 sec off/on cycle. My worry is my return pump turning off and my overflow not being able to restart. I'm not too worried if the pump turns off because I have about 4 gallons of usused space in the sump that should pick up the overflow of water. If things get real bad I have a "dam" built inside my stand where the sump sits that can hold about 10 gallons of water just in case of an emergency. I am worried however that the overflow doesn't restart and the pump keeps pumping water to my DT and flooding all over my nice new hardwood floor..

Does the plug in socket type GFCI outlet that home depot carries restart or just turn off? or does it restart upon a power surge/failure?
Lead me in the right direction allmighty RCers. thanks.

I have a APC UPS 1200 that just my return pump is on.
This will run maybe 2 hours in an outage....
but more importantly for me, it keeps the return running
through those little 30 second spikes.
Its much cheaper than refinishing your fancy hardwood floors.
