Will need more information to be much help. What kind of angel, how long have you had it, what size tank, what do you keep with it, what are your water parameters??? A lot of times an eye problem on only one eye is a physical type injury or a result of one.

Is the eye popping out? 'Pop Eye' is rather intersting when a fish gets it!

I'd catch it and put into a QT with some meds that target popeye. You'll find that it nearly pops out of its head at one point. I had a clown have this happen and cleared up and recovered.

How about you at least tell us what type of angel it is.

Then, it would be nice to know the tank size, other inhabitants, any new additions, how long you've had the angel, and water parameters (( with numbers )).

Usually the popeye is inflicted by another fish/rock. You really need a QT before you put fish in before going to DT as well as serve as a hospital tank. You could pick up a 10 gallon tank kit for cheap or take a look at Craigs list.

you should use bait of his favorite food to make him come out. i would take him out put him in a bucket with the water from the display and treat him in there so you can go out an purchase a 10g to set up as qt.

You laugh but some Vets treat fish too as they have been trained to do so. If you had a $2,000 fish you think you'd have a Vet handy that is half way local?

On a serious note, does the aquarium have coral yet? If not then I'd just get some storage containers and take out the live rock. Rock will be fine for 15 minutes or so when you are catching the fish! Good luck. For the future another handy tool is a fish trap.

Put food in the net, and leave the net in the tank. It can be tiring the stand there for awhile, but eventually the fish will try getting food and be used to the net.

As long as you can keep your parameters stable and the fish still has a healthy appetite, the cloudiness should go away own it's own. Trying to catch the fish, putting it in quarantine, moving it back, this might be more trouble than it's worth with this type of ailment IMO.
