I know the actnic color we all like is around is 420nm wavelength what would be the result if I substitute 465nm leds for 420 how much color and brightness difference will there be?

405nm and 420nm wavelength violet LED bulbs are relatively close to the UV wavelength and aren't really that bright at all to the human eyes, but since photosynthesis cells react to that wavelength different from our eyes, it doesn't really mean they're generating less PAR, or to be more precise, PUR.

So answering your question, your tank will look slightly dimmer to you if you substitute 465nm with 420nm, but your corals wouldn't really notice the difference.
