Circulation in ATO reservoir
Do I need a powerhead moving the water in my ATO reservoir or am I ok letting it sit?

I'd say it depends on how long it's sitting and its exposure to air. If the container is tightly sealed, it will last a lot longer.
I haven't ever had a problem with my reservoir, however, it's only 15 gallons, nearly air-tight, and is topped-up fairly frequently. |

Mine is a 5 gallon bucket, adding 1 gallon a week, but no where near water tight

I just put a towel over the top of my 5 gallon bucket/reservoir to keep the dust and dog hair out. It only sits for about 10-12 days before I have to fill it up again but I haven't had any problems.
