Sure. There are several self contained units. From DIY bucket models to high end ones made by santamonica That's not need a sump. Do a Google search for it.

thanks man i got it im going to try and build a mini one like the santamonica can it be any kind of light

No, not really. It really needs to be CFL's or t5's. They produce the brightest best light source for the amount of heat they put out. IMO Look at the thread on here "algae scrubber basics." It is a really good resource of info.
