Eshopps pump / impeller going bad?

I finally decided to clean out my Eshopps PSK-100H skimmer today, along with the pump.
After I put it back together, it is only moving a little bit of water, and not really making bubbles & it is surging a little. I took the pump back off and observed it in a seperate bucket. When I pinch the air line it moves more water, but when I let go, it barely pulls water & air through it.

Is this the pump or impeller going bad? Or something else?

My eshopps takes 6-8 hours to break back in after a really good cleaning. I don't know if that's what you have going on, because I never really paid attention to what it "does" when breaking back in, because I expected it to be useless for a while.. Just throwing it out there in case it helps in some way....
