IMO, it's okay to move things around to a point that everything is thriving and you have a look that pleases you. I wouldn't do it on a regular basis though. My own thought is to keep your hands out of the tank as much as possible.

Changing the rockwork in your tank should really do anything in terms of the equilibrium of you tank parameters. A couple of things to watch out for would be 1) squishing/trapping any fish/inverts 2) damaging any corals 3) accidently scratching the glass or breaking the glass (lets hope not) 4) creating a situation of territorial dispute between territoriality aggressive fish (sometimes this is necessary when adding a new fish or to break up territory lines).
As for myself, I change the rockwork when I see something isn't they way I want it or I feel it is time for a change. (about once a month) Also make sure your rock is stable in its new position. That is very important.

It also depends on how deep your sand bed is also. If you have a DSB then strong movements can stir up the sand and release built up nitrate and spike up your chemicals.
I learned this the hard when when i decided i didnt like my rock work and re aqua scape my tank and drilled holes in my rock for later corals to be added. |

Maybe this is why some people decide to go Bare bottom with their tanks.
