I'm using water from the machines in front of my local grocery store. It says reverse osmosis.

You should have that water tested. Never know how old the membranes are, could be quite old and have hi TDS which can contribute to your issues.
What kind of bio load do you have? What/how often do you feed? How big is the tank, what do you have for filtration? |

+1 on what Divewsharks said with testing the water. I went to my local Walmart with my TDS meter and the "RO" water tested at 97 TDS.

Have to test it first. You can buy a TDS meter, or take a sample to a LFS.
To correct it means new membranes by the water supplier. Alternate source, LFS or purchase a RODI. |
