Low active and hangin at the top could be from low oxygen levels , Whats used for water flow in there?

Sounds like a bacterial infection due to the stringy poop. Brook will look kinda like velvet

Long, string poop is often caused by internal parasites. Prazi-Pro often works and can be dosed in any tank, its that safe. IMO, all fish should be treated with PP, it kills flukes too. Brooklynella will show up as sloughing skin and a nearly dead fish.

Have you added any new fish lately? Internal parasites might take a while to show but brooknella will show up pretty fast so I doubt it is that UNLESS you have added new fish lately that haven't been quarantined properly. And with Brooknella, you will see the fish covered in what looks to be a mucus layer. I don't really see that on your fish so I'd lean more toward internal parasites.

Added a Sand sifting goby about 2 weeks ago... I have a vortech mp40 and a koralia 1400 and return pump for flow but my ph is a little low lately around 7.8 most likely cuz ive been running the air conditioner 24/7 since it has been 100degrees here.

Did you quarantine the goby before adding it to your tank? If not, it is entirely possible that you introduced a disease via the goby. I would treat with Prazi-Pro right now. If the clown doesn't get better, then I would remove him to a quarantine tank and treat him there. Keep an eye on the goby too as he could very well be sick and mabye what caused the clown to become ill. If you didn't QT the goby, I would start quarantining all future fish purchases. It's like playing Russian Roulette not to quarantine livestock because eventually your luck will run out and you will get a sick animal that will make your other fish sick too.

Yes, its the only med I'd ever use in a DT (reef or FOWLR). Only feather dusters and other worms are in danger. I see no reason to to treat all fish with PP and have done so for years.
