You are going to want a bigger tank than that, or two or three tanks of the same size for the fish you have listed. The cleaner shrimp should stay in the display as they don't need to be treated for ich.
My QT tanks have pieces of PVC for fish to hide in, a heater, cheap light, and a sponge filter. Simple bare-bones set up. Not expensive and easy to disinfect between additions.

What you are setting up is a hospital tank(s) for treatment of ich. I agree that you'll need a bigger tank (or more) to treat the fish. The DT will need to stay fallow ... http://www.reefcentral.com/forums/sh....php?t=2041951
