Question Stagnant Water RSM 130d with SteveT's Intank Media Basket and Tunze 9002

First I am brand new to the hobby..... :-D

I immediately fell in love with the media basket concept and quieter Tunze 9002 skimmer. Otherwise changing filter media would have been a pain in the butt. I retrofitted my RSM 130D almost immediately.

The question I have is the compartment in the back where the skimmer goes, the water is very stagnant and a slimy film is forming on the top of the water. Is this normal / OK?

Also, now that I retrofitted my RSM, I have to add water much more frequently or the 2 power heads start sucking air and spit out micro bubbles.

Thoughts?
