usually a bulkhead with a gasket will seal a few chips as gasket and bulkhead lip will be about 1/2" to 3/4" bigger than the hole... a pic can do better justice.

The outer ring is where the gasket will be.
Thanks

is this chip inside the tank or outside? if its inside u can reverse the bulkhead and put it through from outside in making the gasket seal from outside. i am sure it will work either way. hand tight the nut and dont apply access force not any silicone or nothing to seal it just bulkhead and rubber gasket that it comes with. try placing bulkhead both ways and do water test.
i am very confident if bulkhead is installed int he way the head and gasket is on the other end of the chips it will seal.

Just silicon your bulkheads in. Then you won't have any worries.
