Looks like a macro algae.

They're harmless, at one point earlier in the hobby it was considered great to have a tank full of the larger variants as they're OK for controlling nitrates.

They can be a sign of excess nutrients, but not unless there's a real outbreak. If that's all you have, I'd leave it.
