It looks like an epikote to me. I've heard they are reef safe, but never had any experience with them myself.

That is because I typed it wrong. Should should have been epitoke. An epitoke is a swimming life stage of a worm. I'm unsure what type of worm or even if I'm correct, but that is what it looks like to me.
