Zoa with "white stuff" at the base - What is it?

Pictured above is a Zoa on a standard frag plug. There is "white stuff" growing at the base of the Zoa. It seems to be choking the Zoa.

What is it? a sponge?

Besides manual remove with tweezers, how to I get this "white stuff" removed?

Definitely looks like a sponge. Aside from the tweezers, I'm not really sure how you would go about removing that. A lot of people say that sponges will die if they are exposed to air, so I guess you could just leave the frag out for 3 or 4 minutes and see what happens. Zoanthids are pretty durable, they should be able to withstand this. GL.
