Another post:restarting 75 gallon

I have a 75 gallon fish tank with about 2-3 inches of sand bed and 40 lbs of live rock. I had been fighting ick, followed for 8 weeks. And put my fish remaining fish back in. Ocellaris clowns. I haven't been keeping up with it at all since the ick outbreak. Even bought a smaller tank for less hassle and hopefully I did it right this time. I want fish that can't go in my 29 gallon and I don't want to just look at 3-4 fish in my small fowlr without even corals. Boring and not fun. I'm am not reef ready yet, because I can't even handle a fowlr tank...the glass walls on my 75 gallon have brown all over them, sand doesn't look healthy. I plan to tear the whole thing down, put the clowns in my 29 gallon and start demo day by taking everything out and started over. My question is what is the best way to do this. I'm worried ick is still in my tank. I know ick is always there but I want to have piece of mind that "I got the ick out". What do I need to do with the sand? Again I want ick out. Can I soak it with tap water, I know it will kill all the sand, but I want to start fresh. Will killing the sand completely ruin everything? Or will I just be starting over? Now with the live rock. Does ick live on the rocks? How do I make sure ick is off the rocks? Soak them or leave them alone in a container full of saltwater until everything gets back up. Once everything is out I want to bleach spray the glass, soak it. Drain it and let dry for a couple days. So I want to get the sand out clean it with tap water, take the rocks out and out them in a container and bleach my tank and let dry. Can I do this?

What is the best way to do this??? Raise temp or take everything out?
