Fit with skimmer

I hope someone can help me with my skimmer, I have the Eshopps S120 skimmer and their refugium R-100. The problem I am having is that I can't get it dialed in correctly. The water level where I have the skimmer is about 9 1/2 inches as you can tell by the picture I have a nice coating on the neck, but if I dial it so that the bubbles are at the top of the neck and when I have to top off then the skimmer cup starts to overflow. I had also tried raising the skimmer by setting a flat glass candle holder under the skimmer and then I can not get the bubbles to even reach the middle of the neck even when I have it set the way it is in the picture. thank you guys for any help or suggestions that you can offer.

My S-150 had a noticeable hum to it and the air silencer wasn't effective at all. I've always wondered how loud these little S-120 skimmers are?
