Question What is this?

I've noticed that this light brown slime looking stuff has been starting to grow in my tank. It's on one rock and the sand in my fuge.

Great read. It looks like "Dinoflagellates" or "Calotrix" although I'm leaning more to Calotrix due to the fact it's kind of stringy when it's on my fingers.
I have a phosp reactor and a lot of chateo algae growing. My nitrate is 5-10 and zero phosphate.
I don't have any other algae problem, in fact my hair algae that was growing in my sumps chambers has died off now because I've lowered my phosphate and nitrate.
