Jumpers

Anybody ever heard of a scooter blend jumping out of the tank?

Nearly all fish are potential jumpers, I assume you mean a scooter blenny which are not common jumpers. They are difficult to keep as they require a large amount of pods for food. Some will accept frozen foods but even then it is common for them to slowly starve.

Any fish can jump! Some are more likely to than others. A lot of people use the clear mesh to make a cover with.
