Testing 0 still.
35 gallon cube started it about a month ago with 55lbs of fresh live rock straight from an established tank. Waited about a week and a half still tested 0 for nitrates nitrites and ammonia. Added 1 fire fish and clean up crew. 3 weeks since adding all those everything is still living fire fish is eating and looking happy. But still testing 0 across the board. When shouldn't I have some sort of nitrate reading. And when should I do my first water change. Also when da. I add more fish.

If you bought good quality live rock from an established Tank you may not even get a cycle, I'd start water changes now, I do one every two weeks, maybe get your lfs to check your water, not sure what kits you are using, if all tests 0 you should be ready for another fish

How long was the rock out of the water when it was transfered from one tank to the other?

Maybe an hour out of the tank wrapped in damp paper towels.

You should be able to slowly start adding fish now. I would only add a fish a week maximum and would advise you to first quarantine the fish before adding them.
