I had a pinstriped Cardinal fish I added to my tank try to get Popeyes about 3-4 days after addition. What I noticed was the more I feed the better the eye looked and finally went away. I switched up the feeding to 3 times a week vs 3 times daily and it came back. So I went back to daily feeding 3x and it went away again.

There's a fish disease forum, in case you didn't know. Popeye is quite common in anthias, and will usually settle down without intervention. Though I have had a fish lose an eye on occasion. Hard to tell what the white spots are, and whether connected to the eye problem, could be some kind of fungus or even lymph. Doesn't look like ich.
