Protein skimmer
Is a protein skimmer a necessity for a 46 gal tank with fish only?

no it is not a necessity, but its makes your life easier.
protein skimmer takes waste out of the water before nitrogen cycle can convert it nitrates. so not having one means more water changes, less fish and less feeding |

It also helps oxygenation, so your inhabitants will breath easily

Any recommendations for an economical protein skimmer for this size tank? The tank is not drilled so a hang on unit will be more practical?

I have a new 46 gal bow front tank and a hang-on filter assy, Marineland Pro series Emperor 400. Just starting to set it up.

If you are having a sump sooner, don't bother to buy hang on skimmer. Personally I would go for overflow and sump setup to clear up valuable space on your DT. I personally don't see any hang-on skimmer being sold here, let alone seeing one in action. Let other reefers chime in.
