Old School Skimmer?
Anyone ever seen a skimmer like this? Came with my 120g that I bought 4 years ago. Never tried to implement it, just went with an insump version

That's a cool home made old school skimmer. It looks like it uses and eductor to inject the air with a high pressure pump to mix in the chamber. Neat find. A mag drive pump should be able to run it.

So how does it work? Looks like water and air from the pump come into the blue nozzle and volute. This gets injected into the little cylinder in the main chamber. Will that overflow into the main chamber and then the skimmate will rise in the two pipes above, with the clean water going back out through the white pipes?
Where would the water level be for this, I'm guessing its self leveling?

No idea on tank size.
If it's like any downdraft skimmer you push in a high volume of water in the blue connector and the air mixes through the black tube and injects into the main body of the skimmer producing foam that rises up the neck (or necks) and exits as skimmate and the water seems to exit the other pvc by pressure. Looks to me like a mazzei injector there. Water goes in driven by a strong pump, and the injector allows air to mix/get pulled in. The height of the pipe on the return line is what would set the skimmer level. Depending on the diameter of the injector, you will probably need a mag 12 or 18 to drive it.
The MTC skimmer I am considering purchasing at the moment uses the same type of injector- http://www.marinetechnical.com/page19.html Downside as I understand it is that they require a larger, more energy using pump to drive (compared to NW skimmers), Upside is, I hear those injectors make loads of super fine bubbles, and really pull the junk out.
