High pitch whine from Phoenix 250 w de

Hello all. I picked up a used 250x w Giesmann Infiniti and replaced the bulbs with 2 new Phoenix bulbs. I noticed there's a high pitch sound coming from one of the bulbs and not from the ballast. It would let go away even after 30 mins of being lit. I tried re seating and flipping the bulb and it still whined. I finally switch the bulbs around and the same bulb was buzzing on a different spot. Is this a bad bulb? Or it just needs to break in more? The seller offered to replace the bulb but mentioned bad bulbs are very rare.

If you have swapped the lamps around and one makes noise no matter which fixture or ballast, I would send it back. Yes you can have new lamps that are bad. Most never check the PAR reading on a new lamp, I have and found two Radiums that were 10% less than the lamp they replaced that was 16 months old.

Thank you. This is my first MH fixture and I was worried the ballast/fixture was at fault.
