Kessil A360WE fan problem

So I got a good deal on a pair of 360s knowing one of them had a non working fan. Took it apart and the fan works with an external 12v supply but is not getting power from the circuit board. Has anyone fixed this issue? My work around will be to run a separate 12v line from the wall if I can't get it working.

Fans do appear to be the weak point on these lights. I've had a few fail, but it was the actual fan that wouldn't work. In all three cases I either had to piggyback a new fan or was able to reuse one from a now working light.
