CPR bak-pak with accela pump

So I have had this skimmer running for about a week. Microbubbles have slightly improved but there is still not enough bubble production for it to produce any skimmate. It's bubbling in the chamber but it's not going up to the cup. Anyone else has this issue with this skimmer? How long does it typically take for this skimmer to produce skimmate? I have the air intake opened up. Fish are in the tank and I am feeding the aquarium. Aquarium is 40 gallons.
