Overflow questions

I am using a 1000gph overflow on my 65 gallon tank. I am having an issue with overflow noise, I am using a bean animal but could have definitely screwed that up for all I know. My main issue is the noise. I think the water level in the overflow is to low because the main drain pipe does not get completely submerged. I am running a syncra 2.0 for my return with about 4.5 head. Is the pump just too weak to keep the overflow filled?

Found a chart for head but too small to read right.
@ 4.5 head you get slightly less than 1/2 the flow, so yes , I would say the pump is too small.
