venturi skimmer question

I am not really new to the hobby, but I am new to skimmers. I finally got one, and I have a question. The little air tube that they tell you to add to the powerhead to make the bubbles in the skimmer tube only blows out water for me. What am I doing wrong?

I have hooked it up like they show it.

Any ideas???

what type of skimmer? it sounds like the pump is backwards or something the venturi should be on the intake side, the only way i see it blowing water out is if its on the out take side
