I just found a rubber thing thats in the back of the over flow that I can just pull of, what is it for??

That slips on the edge of the interwall of your overflow to help with "draw" on the lower intakes.

I took mine off. It is to adjust the height of the water in the tank. I totally forgot about that thing.

Mine works great, the top edge of rubber thing is below the top grates on mine and all the water flows through the slits and not over the top. It skims the surface and if I take the rubber off I notice that the bottom intakes don't pull water through them as well as with it on.
