is it ok to set media bags on top of bio balls?

I set my media bag of phosban on top of my bio balls so that the flow hitting the bag would be more dissipated so the media wouldn't get crushed. There is a mechanical filter before the water hits the balls. I was wondering if this is an ok place to put the phosban?
