sump room

I plan on incorporating a sump room in the floor plan of a home I am going to build. If you were building a sump room...what would it consist of? Also....I see some major ventilation in others' setups. Do I need a fan for that? Does air come into the sump room from outside or vise versa? Whats the point of the major ventilation?
