help! new flourescent is flickering

I just got my new fixture through aqua universe. It's a 2 x 250W HQI (13K) and 2 x 110W VHO actinic. One of the VHOs are flickering. It was connected to a power strip, so I figured maybe it wasn't getting enough juice, so I plugged it in to the wall... Same thing. WHAT DO I DO, is it defective?

let it be
some ballast / bulb combos flicker for like 10 minutes befor the first startup

what type of ballast does it use?

I don't know, how do I find out? It was on for almost 20 min. last night.

Contact the people you got it from and let them know what it is doing. I'd suggest returning it for a new one.

one of my vho bulbs did that.
didn't have it tightned enough into the endcap.
fixed it right away.
