do i have to much light

MY FIRST POST WOOT WOTT. okay enough of that and straight to business.

I have a newly reset up 29, long story lol, and this time around i have decreased the light time, there are no fish, fresh ro water, a refugium and after only a week my water is turning green. for lighting i have a coral life power compact with the two 96 watt bulbs, is this to much

well then, any solutions to my water color , every tank i have set up has turned green and stays green for weeks even with water changes

and i have even tried to decrease my phosphates but nothing helps

What are the other water parameters? Numbers, if you please.

nitrate between 0-5 ppm(mg/L)
nitrite between 0-.25 ppm(mg/L)
ammonia between 0-.25 ppm(mg/L)
pH 8.4
