Unhappy lawnmower blenny just hanging around

I just got a lm blenny this past weekend. He is just hanging around near the top of the water by the PH. At first, my husband thought he was dead, but then I jiggled the PH and he moved.

Is he just shy? My other fish were really shy at first--they would swhish away everytime anyone came near the tank, but now, if they see you, they swim to the front and do tricks for food...

Will the blenny calm down after a while, too? It's been since Saturday afternoon.

Current Tank Info: 29 gal salt - live rock/sand, 1 true percula, purple dottyback... in the process of building refugium/sump combo... 2 -10 gal freshwater with gouramis, platys...3- 1 gal with male bettas. 1 2-gal hex w/male betta

He could have an air bubble. I had a red-stripe come in with one and she couldn't descend until she had burped up 3 of them. Don't try to force him to descend. He may be in trouble and I don't know what to do for this condition. I netted my little red-stripe in my hand and moved her about, trying to get water through her gills, and it may have helped. I do not know if netting this fellow and moving him along the surface gently might help him or hurt.

Salinity 1.024-6; alkalinity 8.3-9.3 on KH scale; calcium 420; magnesium 1300, temp 78-80, nitrate .2. Ammonia 0. No filters: lps tank. Alk and cal won't rise if mg is low.

Current Tank Info: 105g AquaVim wedge, yellow tang, sailfin blenny,royal gramma, ocellaris clown pair, yellow watchman, 100 microceriths, 25 tiny hermits, a 4" conch, 1" nassarius, recovering from 2 year hiatus with daily water change of 10%.
