Unhappy little white spots on angel

I recently started a 30g reef tank and am cycling a 125 but a pigmy angel in my 30 has little white spots on fins and body
Are they parasites and if so would a cleaner shrimp or gobie be helpful?

That sounds like Cryptocarion Irritans or maring ich. You can do a search on google or here on RC if you are lucky to get the search to work. You should be QTing all new arrivals that are "wet" including fish, live rock, inverts, etc. Hyposalinity in a quarantine tank(QT) would take care of it quickly if that is what it is. And by the way...

Yeah, sounds like Ich.

A cleaner shrimp or cleaner goby may help, but to be sure you get rid of it all, you will want to treat with a reef/invert safe ich treatment , and a UV sterilizer wouldn't hurt either.

Or you can try lowering your salinity to around 1.014-1.015 for about a month.

Otherwise if you loose the angel, you will want to let the tank sit without fish (fallow) for a good month or so in order to make sure all the parasites are dead.

thanks got a cleaner gobie to day also have a royal gramma and two chromis in tank will eventually use 30 gal a QT tank when 125 is up and running
