Icecap 430 ballast on t5 setup vs generic

i'm currently in the market for a t5 retrofit kit for actinic supplimentation and i can't decide what to purchase. there are a few kits on the web (like the one on hello lights) that provide a generic ballast for approximately $100 cheaper than saltycritter who offers not only the icecap ballast but Giesemann bulbs. i've read plenty of reviews here on the forums that say that the generic ballast blow out very quickly. also, you can overdrive the bulbs with icecaps?

basically what i'm trying to ask is, what's the big difference and is it worth the difference? i mean, its double the price but if the ballast blows out, replacement more than makes up for the price difference...

anyways, can anyone offer me any opinions on the differences between the two ballasts? here are the two specific products i'm looking at:
