Actinic Lighting

I have a 24 gallon nano cube on a timer--because of the design I can't get the actinic lighting to work as well--How important is this lighting and how can I get it on a timer--any ideas?

I am under the impression that actinic is for people primarily but I would be interested to see what others say. It is possible for you to use one of those 50/50 (50% one thing, 50% actinic) bulbs?
