so anybody know if this glue is ok. has bisphenol A diglycidyl ether resin, crystalline silica glass oxide

The word "putty" makes me nervous, assuming you intend to use it inside the tank. If you are intending to use it for mounting frags, why not use super glue gel, as it is very common in most stores. Where are you located, I don't see it under your name.

Find out if it's safe for potable water (drinking water). If it's designed for drainage systems it may contain unsafe chemicals, but if it's safe for potable water supply it should be fine.
