Quarantine Tank Question

I have a 10 Gallon tank I am going to setup as a quarantine tank.

I am going to use water from my tank (next water change) and a penguin 170 with a biowheel and a submersable heater. Also going to put some PVC in for hiding.

Should that be sufficient? What about protein skimming?

Some people say to remove the biowheel from the Penguin filter for nitrate concerns. I leave mine on in the QT.
