metal halide lighting

i know that metal halide lighting is better but is the only reason it is better because of the reflective sufaces? and if that is the only reason then wouldn't it be pretty easy to make your own? or even if you are on an even tighter budget couldn't you just use tin foil to cover the inside of yourtop light?

what is "the par"?...i am a bit new sorry if it's a bothering question.
