It's a fluidized bed filter. Carbon and phosphate removal media are probably the most commonly used items.

So how do you use it ? you just put carbon in it attach a pump and circulate water thru it or is there a secret to using this item. I know where I can buy 2 of them (used) for about 1/2 the price of a new one if they are of any use to me.

The ones I saw yesterday were about 36 inches tall and 4 inches in diameter. What size pump should be used ?

That's very large. Larger than I would use on a 75g tank. I'd probably target 120 gph or so flow, maybe up to 150, since it's so large.
