Do I need valves?

I'm building a overflow and sump setup driven by a dc return pump that can adjust flow electronically. Because of this, do I need any valves in my plumbing?

I would include valves. If you are going with a pump like a Jebao, they don't allow very finite tuning of the flow compared to other controllable DC style pumps that allow for a much wider range of flow control. As such, having the gate valves to really fine tune the flow can make a big difference in having a truly silent overflow setup.
