Retrofit question

First can a 54watt bulb be used in a 80 watt retrofit?
Second can I cut a 60" retrofit and use it as a 48" ? I saw online that ballast are not only made for watt but also length of bulbs not sure how true this is.

You really should run a properly sized ballast. They are cheap enough to replace. The wiring/reflectors/end caps can all be made to work with the shorter length but the ballast should be the correct size for what you are trying to do.
