Filtration & Lighting
For a shallow reef tank. Would you recommend a refugium and skimmer or something else? What about lighting? I am thinking along the lines of soft corals and leathers to.

For a tank that is primarily soft corals, I would go with just a refugium. Adding a skimmer probably is unnecessary unless you anticipate a high fish load. How deep is shallow?

I say go ahead and get the skimmer. Softies do like "dirty" water, but i don't think they need it that dirty. I would say run a skimmer half the time. Maybe every other week or something.
