turbofloter stand alone too much skimmate

so i got everything up and running today, left the tank alone for an hour came back and the skimmer was already full, and the skimmate was just barely yellowish green. I checked the water level and it was just below the collection cup like aqua medic recommends, and dont know whats causing it, i did completely clean the skimmer out while i was switching tanks so i am not sure if this could have anything to do with it, any suggestions

lower the water level until the skimmer breaks in.
