Can Live Rock and live sand produce phosphates?

Trying to battle this Hair Algae and brown algae. I never thought of it but can live rock and live sand produce phos?

I use strictly RO/DI water, new bulbs, tank is 4 months old and its a 90 gal. I have 30lbs of live rock from a mature tank, and another 50 from saltwaterfish.com. Got my LS off a ebay seller, came with good reviews very fine oolite sand. So tell me your thoughts, I can scrub off the HA and it just comes right back.

I also tested a new batch of water before I did a WC and there where no phos or nitrate readings, so I think my RO/DI unit is working.

Ok, so this rock that you got from saltwater.com.... did you cure it or is it in the curing process right now? if so there will be a lot of die off that will lead to higher phosphates.

How did the live sand come? was it in a wet bag?
