Metal halide ?

I have a 48 maristar fixture with 2 250 watts metal halide with 2 54 watt t5. It only comes with one ballast to control the 2 MH. If I add another ballast will I be able to control the MH one by one. will the original ballast work if there is only one MH connected to it. If I upgrade the ballast and bulb to 400 in the future will the fixture still work. Maybe buy a ballast now that can run a 400, but set it to 250 right now and upgrade to 400 bulb later. Thanks

If I can buy a ballast and run the 2 mh independently?
Will the other ballast still works if I only run MH on it instead of two?
If I buy a 400 watt ballast instead of 250 will my fixture hold up to it.
