sarlet cleaner shrimp?
how big does a fish have to be to be cleaned by a scarlet cleaner shrimp?

Big enough not to get eaten.
 I don't think there's any other size limit. What's the situation in your tank?

I have reef chromis, blennys, wrasses all being cleaned by mine.

Mine have cleaned blennies and damsels before. It is really up to the fish.

I have a few tiny chromis they go up and the cleaner shrimp goes all inside the gills the mouth. As long as the fish lets them I would guess any size.
