Sure. There are several self contained units. From DIY bucket models to high end ones made by santamonica That's not need a sump. Do a Google search for it.

No, not really. It really needs to be CFL's or t5's. They produce the brightest best light source for the amount of heat they put out. IMO Look at the thread on here "algae scrubber basics." It is a really good resource of info.
