I bought a metal halid 15,000 k 250 watt light with 4 24 watt t5 actinic lights. will this be enough for a 29 gallon mixed reef?

That will be more than plenty, is it a hanging fixture or canopy? That 250watt halide is going to produce some heat make sure to watch your temps when you get it on there. With that much light you should be able to keep pretty much anything, well as far as lighting goes.

It is an mounting legs about 3 to 5 inches off the top. I am thinking about building a canopy over it though to have it off the ground more. What do you think?

That height might be too low. I have mine hanging 12" from the top.
